DRAFT RECOMMENDATIONS OF THE NATIONAL WORKSHOP ON “COMPREHENSIVE REHABILITATION OF PERSONS WITH HEARING IMPAIRMENT IN THE CONTEXT OF UNCRPD”

HELD ON 26TH & 27TH FEBRUARY, 2010 AT NAGPUR

 

 

Women with Disabilities

 

1a.            Incentives in all walks of development activities; Fill posts identified for women with disabilities. Reserve jobs too on gender basis with in the constitutional provision.

 

1b.            Additional incentives for girls in educational institutions.

 

2.            Disability sector to link with Organisations for Women Rights and Empowerment.

 

3.    The schools for girls do not have proper toilets and  other amenities leading to increased dropouts; this would be affecting inclusive education of CWHI too.

 

4.            Attitudinal changes need to be promoted.

 

Children with Disabilities

 

  1. At least one EI centre in each district.
  2. Strengthening the special schools to start EI centers as per the  strength of the school
  3. Include parents and PWHIs as partners in policy making.
  4. The EI centers in rural areas may be located in primary schools.
  5. Incentives to parents to take children to EI centers

 

Awareness raising

 

  1. As Indian media has never learnt to deal with marginalized sections, its necessary to educate the media professionals and students through suitable means such as offering long term and short term courses, internships, issuing suitable executive directives to media houses and incentives.

 

  1. Talking to media  needs training so that the disability groups can become media savvy.

Configure to vary frequency and volume.

The activity to be based on not just audio clues but   also visuals. Access with respect to society: DNA dealing with HI

Signboards, (Singapore is a good place.) Use of mobile phone and SMS

 

Communication

 

Noise cancellation technology

Hearing aid compatible with landline

3G Technology   to use Internet plus SMS

More encouragement of R&D for assisitive devices including for self development.

Training in  use of Technology

Training in functional English and other languages to facilitate computer and mobile phone usage.

Captioning be made compulsory for TV and movies.

It is  recommended that that the deaf persons to vet the language used for captioning

Train public/emergency care givers in dealing with HI persons

Popularizing sign language among hearing population.

 

 

Education

 

All eligible persons with disability seeking higher education should be given admission to the course.

 

Build Potential through need based text book adaptation and assessment strategies and not concessions in curriculum

Training for teachers and developing  curricular framework for school readiness for young children before starting formal education

R&D for good data base

Qualitative statistics in terms of outcomes

Restructuring existing modules of human resource development in the light of UNCRPD

 

 

 

Modifications of Assistive Devices for Independent Living

 

Development of assistive technology for independent living in order to pursue career needs ensuring equal opportunity.

 

 Health

 

  1. Universal access to health facilities and health insurance
  2. Awareness material in accessible forms
  3. Development of tools to assess
  4. Economic security needs to be incorporated.
  5. CBR
  6. NRHM to cater to PWDs
  7. Interpreter services in all OPDs
  8. Special OPDs in major hospitals for persons with disabilities
  9. Prevention of Ear discharge, Noise, oto-toxicity ,Systemic diseases such as Diabetes, kidney malfunction, etc.
  10. Universal screening to be made mandatory though 40% are born at homes and not in hospitals.
  11. Manpower is less:  6000 to 7000 ENT and 1600 Audiologists. Need to be strengthened.
  12. Training to Obstetricians/Pediatricians and to health workers in hearing health
  13. IEC activities to be strengthened

 

Work and Employment

 

  1. Success story be portrayed
  2. Abilities be highlighted
  3. Settlement of grievances – A nodal centre be identified in each district.
  4. Educate Trade unions on rights of PWDs
  5. Promote inclusive training programmes
  6. Self employment – EDP to be encouraged.
  7. Employer’s meet to be arranged
  8. Physical, attitude, wage and aptitude need to be strengthened
  9. Create higher education technical institutes
  10. Disabled persons hostel in major cities
  11. Create special tools and work station to facilitate training and placement
  12. Need to build tolerance to stress among PWDs
  13. Should promote appropriate communication channels including removal of over protection, or unexplained ambiguous  terms and conditions and social distance
  14. Give ISL training to co workers and in all management programmes
  15. Creating working environment
  16. Publicity of successful employers

Larger consultations are required before initiating Census and survey process

 

 

Habilitation and Rehabilitation

 

1.      High Risk Register is recommended

2.      Common protocols appropriate to region or state

3.      Training to   medical and non medical persons in maintaining HRR

4.      Training  of   Rehab. Professionals

5.      Encourage publication of materials

6.      Adequate salaries and other benefits to be considered

7.      Use of technology to make environment user friendly for PWHI. Either assistive technology or captioning, signal alerting technology, etc.
